This outcome may surprise some people—including Feldman’s economist friends, who counseled him twenty years ago that his honor-system scheme would never work. But it would not have surprised Adam Smith. In fact, theme of Smith’s first book, the Theory of Moral Sentiments, was the innate honesty of mankind. "How selfish soever man may be supposed," Smith wrote, "there are evidently some principles in his nature which interest him in the fortune of others, and render their happiness necessary to him, though he derives nothing from it, except the pleasure of seeing it." To show support of Feldman and his idea.  The honor system: Feldman's business idea that if you are taking a bagel, you leave payment for a bagel.

While Feldman's friends told him the idea wouldn't work, somehow it did.   So the author's purpose in using this particular quote is to show that the theme of his book proves Feldman's idea to be true.  Or the reverse could be said....That Feldman's idea would work out based on the theme of Smith's book.

This memorandum contrasts this year's restaurant with the last year's one, as it mentions that this time it will be a different place. Then, the email sender starts adding contrastive arguments in which he describes how different it will be this year by using adverbs such as 'furthermore', 'also', 'lastly'.

In a way, the memorandum also relates to sentences A, B and D as it includes them (the difference in the types of desserts, breads, waiters, waitresses, etc.). However, these are isolated aspects of the whole message and that is the focus here. That is why the difference concerns the restaurants because the elements 'bread', 'waiters', 'vegetables' are part of them while restaurants are the essential element that encompasses the rest.
