Charlemangne  chose official called count  to  rule  parts  of  the  empire in his  name.  This  was  to  make both  more   efficient  and  effective.  Charlemangne  also selected  a  center  of  government  with  palace and  cathedral  to  show  his  greatness. In  addition  he  sent  inspectors  throught the  empire.
