Pretty much they had more land to take in and govern & work with. at the time they didn't have much land and to take that on and expand was a really big leap, they had to govern it, get people to move out there, start new things there & determine laws & whatever & it was kinda a mess

These political and military customs existed in medieval Europe, having developed around 700 A.D., flourished up to about the first quarter of the 14th century[1] and declined until their legal abolition in England with the Tenures Abolition Act 1660.
