Well, after the Revolutionary War, there was no president. Pretty much each state was their own little country. Meaning, they each had their own money, their own laws, separate armies, etc. But the big factor was the debt left over from the Revolutionary War, they really had a hard time paying that off. Also, keep in mind that the constitution was not passed yet, therefore the laws of the confederation were pretty flawed.
