This may happen because of lack of exposure, training, or desire to participate in the new technologies.

In this case we have an example of cultural lag that is common in the elderly. While the 83 year old grandmother is using a computer, reducing her cultural lag in that way, she will not use her email anyway, either because she does not know how to do so, or because she does not want to. Either way, she is suffering from a cultural lag.
