To achieve this, they make the people wear handicaps that inhibit their special gifts (singing well, good looking appearance, intelligence, etc). Harrison was specially gifted in many areas, so he had to wear a lot of handicaps, this ridicules the society's obsession with equality (they equalized the people in the lowest level).
