This is false in any case. Most ethical dilemmas are often complex situations that require considerable thought and proper analysis if we want to be able to solve them in an optimal way. 

Saying we can usually solve them just with one approach of decision making (Which by itself is a broad field, thus making this statement very vague) is obviously not correct.
