In 1875, the Supreme Court voted in favor to ban race discrimination when it came to things such as education and job opportunities. 

In 1883 there was a series of Civil Rights Cases that reversed the ruling of the Supreme Court in 1875. This went into effect in 1937, but wasn't actually legislated until 1964, which is why the new act is now known as the Civil Rights Act of 1964.
