15/200 is 0.075. If you move the decimal place to the right two spots, you have your percentage, which is 7.5%

As in the other question, we can find the answer by doing a simple equation:

15 = x% from 200
15 = \frac{x}{100} * 200
15 = 2x                   / ÷ 2 (both sides)
