To understand the organization of how a bill becomes law, a flow chart is best. The van diagram is not as useful as the flow chart.

The flow chart is a sequence system where the steps of process is shown serially. If someone wants to show the organization of how a bill becomes law it is best to choose a flow chart. Because there are several process in making law from a bill and each of the process comes to their allocated serial. So the format of a flow chart is perfect to show the organization of how a bill becomes low.

On the other hand the Ven diagram is a diagram which used in mathematical relation. This diagram used to show all possible relation within a finite set. So, the ven diagram can not be used to show the organization of how a bill becomes law.
