D. Heaven chose the emperors to rule China.

Explanation:

The Mandate of Heaven was built in the Zhou Dynasty that ruled during China in the period 1046-256 B.C.E. They created these principles in order to overthrow the shan dynasty.

The Zhou Community peoples stated that Shang Emperors were turned corrupt and unfit, Thus The Mandate removed them. The Mandate is made up of 4 main principles.

One of them tells us that heaven will grant the right to ruling china. They believed there was one heaven, so it can choose only one emperor. The Mandate will choose the emperor who is having high standard morals.
