The answer is D you need to compare all the gallons by year and how much they waste.
7x - 2y = -3 . . . (1)
14x + y = 14 . . . (2)
(1) x 2 => 14x - 4y = -6 . . . (3)
(2) - (3) => 5y = 20
y = 20/5 = 4
From (1); 7x - 2(4) = -3
7x - 8 = -3
7x = -3 + 8 = 5
x = 5/7
Solution = (5/7, 4)
