Laputa's tyrannical king controls Balnibarbi as well, and the way he enforces his power is by maintaining the island hovering above it. He can threaten the rebel regions by blocking out their sun and rain, or by throwing rocks at them from above. Sometimes, the island is lowered onto the cities below, crushing them.
