without context it seems like Hegelian dialectics... if you dont know what that is let me put it into simple terms... if there was a radical left in the country the radical right would have to take it over or vise versa and then the radicals would have to fail at their government so a new government that is constitutional and balanced is made.

You are correct in your thinking. He can run for House of Representatives but not the Senate because he has not met the age requirement. In order to run for the Senate he would have to be 30 years or older. Hopefully this helps. :)
