Different genes are activated in the blood cell than in the liver cell.

The highly regulated process of the genes in molecular biology promotes the expression of particular gene required.

Signals from the cell environment activate the transcription factor that binds to regulatory regions of the gene, hence transcribing and making proteins for the same.

The genes for both blood cell and the liver are different but will be present in all the somatic cells, the regulatory mechanism will choose the required gene to be transcribed.
