Until that moment, China had been ruled by the Qing Dynasty since the 17th century, but it was clear that they didn't make a good government. The lack of development and the failed treats with foreign countries brought disgrace and death to China, a good example is the Opium War whose the Quing Dynasty was not ready to confront.
