Vladimir Fedorovich Petrovsky was the foreign minister of the soviet union. He created a more open relationship with the US.

  • Vladimir Fedorovich Petrovsky,who is well known as a Russian diplomat and professor,was appointed as Deputy Foreign Minister of the Soviet Union under the General Secretary of soviet at that times Mikhail Gorbachev.
  • In 1992 he was elected as UN Under-Secretary-General of Political affairs in  New York.
  • From  the year 1993 to 2002 he served as a Director-General of the United Nations Office at Geneva.
  • During this period he served as Secretary-General of the Conference. Then days after his retirement,V. Petrovsky introduced the non-governmental organization Comprehensive Dialogue.

I don't know if this is completely right, but I might be close. You could say that most American Indian students wouldn't get the same equal treatment as white students, and might be treated differently from the other students. I don't know what you mean by "one of these schools" but I'm guessing it was back then during a time of minority rights movements. I would just stress on the fact that they were denied a lot more rights and not treated equally.
