The most influential members of a party would be at the national level which is basically the top organ of a party. Party officials at the  most level, which is the national party are able to influence policy and make the major decisions

Hence, these cannot be viewed as the most important members of a party, either at state or at national levels, let alone being political parties’ most influential and powerful members.

State level parties can also influence policies, make major decisions and even pass laws, all, however, only at state level. However, they generally play no role in influencing politics at the national level, which is generally dominated by the two largest national political parties in the country – Democrats and Republicans. It is generally the top brass in these two parties, whichever is in power, in the center, at that time, which influence national policies and decisions. Compared to them, state level parties are generally much weaker and cannot be expected to influence national level policies or decisions.

Finally, volunteering at the political level generally means both civic and political participation. Party volunteers generally can be part of political associations, participate in party campaigns, attend political meetings, exercise their vote, etc. However, volunteers are generally people who follow party dictum and spread party’s ideologies and messages across the country. Decisions on how to do so can only be done by the top brass in national level parties who, as explained earlier, are the most likely people to influence national policies by implementing their own policies and decisions throughout the country.
