The cartoon did by Herb block and published in the 1950s.HUAC was questioned by Herb Block after the Second world war.

Explanation:

  • Fred Ferguson, NEA's president, questioned what he described the cartoonist's "involvement" and what Herb Block described "anti-isolationism."
  • Ferguson ordered him to New York in springtime 1942 to consider their differences.
  • In the consequence of  Second World War, Americans responded with fear as relationships within the Union of Soviet and the U.S declined, the Russians forced communist power across much of the East part of  Europe, and China was on the edge of going, communist.
