This took place during a news conference in April 1986, and the comment was directed towards Moammar Ghadafi. The conference was organized due to a bombing that occurred at a Berlin disco during which two American servicemen were killed.

Therefore, not a small part of this law appears to have been written by foreign private insurance industry or pharmaceutical industry.

For example, many health insurers, patients were bankrupt due to the high cost of health care, under the auspices of the ACA.
