This is true, not having a navy has shown itself to be a weakness of many nations/civilizations in the past. And there are also good reasons why this is so. Not having a navy strongly impacts a civilizations ability to maneuver around certain points and go around them. It also limits the ability to trade with other natons. Not to mention the additional value of having the firepower of ships (those that had cannons later on at least).

The Roman empire was well organized with good roads & active trade, so the new religion could spread easily. Constantine was a sun worshipper who feigned Christianity so he could take control and throw out it's one and only goal

If you think yes, you could argue that internment was a great PR move and/or that it protected the Japanese living in America from negative press
If you argue no (which I would) then you could argue that it was unconstitutional and/or had no strategic importance to the war itself.
