This depends it is as far as keeping people happy witch is why its often used by students in schools on group assignments however like all methods it has its flaws such as since u have to vote it takes more time to do things say the king of someplace had his forces march on the us the president cant just declare war because he has other people he has to go through first

Much later a great Roman emperor of Constantinople, Justinian, refined many of the laws of the day and collected them all into one work. This is known as the Justinian Code and it was completed in AD 529. These laws form the basis of all today's justice systems in the western world.

The land was cheap and everyone believed that Americans were meant to develop the area.</span>
