Why was it difficult to use flexible response to deal with the situation in south vietnam?

The flexible response was difficult to use because the troops weren't doing what their goal was since they would die in combat. No matter how many troops were sent and how well the flexible response was organized, the North Vietnamese army managed to kill them in huge numbers and it required more and more troops to be sent.
