The answer is 5.25 I believe. By following the order of operations

Exponent
Multiplication
Division
Addition
Subtraction
\frac{1}{4} (9 - 12) +  \frac{1}{3} (9 + 9)
\frac{1}{4} ( -3) +  \frac{1}{3} (18)
\frac{1}{4} (3) =  - .75

\frac{1}{3} (18) = 6
