This reform actually damaged the Chinese economy badly instead of moving it forward. That resulted in lot of economic problems, one of which was the constantly misjudged production of food, as the crops were failing very often. The people were starving, and millions died because of malnutrition, and the terrible planning that this reform brought. The Communist Party though was trying to hind this from the people in the cities, as the ones that suffered the most were living in the rural areas, and they instead were telling everyone that the economy is developing very well, and that everything goes according to plan.
