Wilhelm II was the German Kaiser who is the King of Prussia and a well-known figure during World War I

Explanation:

He gained fame by swaging himself to be a famous militarist. He never sought war and he withdrew his army officials from mobilizing. He was given the entitlement of superior war lord at the time of world war.

With the influx of people to urban centers came the increasingly obvious problem of city layouts.
