The rewritten Japanese constitution after World War II guaranteed "personal freedoms" for the Japanese, since the Allies did not want to create another environment in which the Japanese became aggressive.

Explanation:

Japan's new constitution came into effect on May 3, 1947. It was work of commander Douglas MacArthur and his staff, they finished  the draft of constitution in February 1946. It stripped Japanese emperor Hirohito of all powers and turned him into a symbolic head, granted universal suffrage to the citizens, abolished peerage and outlawed Japan's right to wage war and specified bill of rights.  

The Allies granted personal freedom because they didn't want to impose harsh conditions on them as it would have angered the Japanese, just the way it did to Germany in the treaty of Versailles.
