There are two major factors which determine whether a person acquires an infection or not and these factor are the characteristic and number of pathogen and the ability of the host to defend it from the pathogen.

For spreading infection in the host the pathogen must be in a good and suitable and number and must have virulence factor-like toxins, capsules, etc.

The host immune system helps in resisting the infection of any pathogen therefore it is important for pathogens to evade host immune systems to cause infection. So host's ability to defend itself against the invader is another factor that determines whether a person acquires an infection.
