The Stamp Act Congress which was formed by the Colonial Moderates in October, 1765 became a radical affair because the Congress developed the idea of having an inter-colonial political action. This congress is also known as the First Congress of the American Colonies and was consist of the different representatives from the British colonies in the Northern part of America.

The new rulers were through politics, the creation of laws, new concepts such as citizenship in Rome and Greece, as well as the possibility of not governing for life, but elect leaders, as with the Roman Consuls.</span>
