2 groups with 2 puppies and 3 kittens in each group

Equation for kittens:

12 \div 2 = 6 \div 2 = 3

Equation for puppies:

2 \div 8 = 4 \div 2 = 2

the division has been done two times so it means the largest number of groups it can be split into are two
