Because it could not govern effectively after the reign of terror, the directory had to "disband," which led to a massive power vacuum that was eventually filled by the dictatorship of Napoleon.

Okay so it was where the President at that time sent out forms to reelect people at the end of his term hoping to get more people with his beliefs in the government before he left, and had the new president that didn't have his same beliefs.
