Policies of Taft and Wilson were all pertaining on the control and use of the natural resources of Central America. The US had businesses in Central America and due to this every president wants to control  the productivity and the government of those countries. Aiming at making sure that no one would get in the way of the interests of USA.

This movement began in Britain in 1884 and in 1889, Jane Addams, and Ellen Gates Starr founded the most famous settlement house in US.
