Because In this scene, all the character of the play tempest is introduced on stage for the first time. Despite Prospero's repeated claims to the contrary, magic is evident throughout the play. He walks in wearing his magic garments. He forms a charmed circle with the group, including Alonso, and keeps them there for roughly fifty lines.

After he frees them from the enchantment, he performs a magic trick by pulling back a curtain to reveal Ferdinand and Miranda playing chess. In his final words of the play, he orders Ariel to make sure he has a safe journey home. The only time Prospero makes the declaration that his charms are "all o'erthrown" occurs in the epilogue, when he is by himself on stage. And now Ariel was imprisoned on the stage and all the other character left.
