Bush did not wait for a clearance from the United Nations Security Council to give the order to invade the Middle East country, in a controversial decision that divided many in US politics. At the end of the operation, the US Army did not find any WMDs, proving that the invasion was for economic reasons.

The country had a huge amount of debt to other countries or to companies or to any other institution such as a bank. The surplus was eaten up by the debt accumulated over the years. There was a surplus, but the debt was not reduced.
