In psychology, the Cannon-Bard theory was proposed by Philip Bard and Walter Cannon and is also referred to as "Thalamic theory" of emotion that encompasses the physiological basis of an individual's emotion. Probably, some of the votes would not be well-informed, as you can't rightly expect toddlers to know about current political issues and politics in general. Also, without citizenship status, some could vote for a president that would benefit their country and not see the bigger picture.
