Hi,

the answer is D because when you read it now which is john was unable to go buy the milk from the store that he was craving. that makes no sense but when you move that he was craving for after the go buy milk it makes the most sense. read this changed sentence and tell me if it makes the most sense, john was unable to buy the milk that he was craving for from the store.

So if you remove "That he was craving" from the sentence, it still makes sense and doesn't affect the whole sentence.
