This is a tricky question, because there was no judicial tribunal or city legislature in pre-Columbian Mexican civilization. The despot would be the monarch became autoritharistic. I don't remember of any case in which the revolt of the people overthrow the <em>tlatoani</em>, the Aztec authority, but they did betray <em>tlatoani</em> Moctezuma, joined the Spanish conquerors and defeated the Aztec empire.
