I believe the answer is: b.Their action was not disruptive.

The actions of the students are protected under the 1st amendment which guarantee the freedom of speech (speech in this context could be done both verbally or through action). The only exception for the protection arise only if the students promote violence through their speech or doing their speech by disrupting other civilian.
