The Constitutional Convention was meant to be a private meeting in which delegates from the different states meet in order to fix the Articles of Confederation. The Articles of Confederation was America's first constitution that was highly ineffective. This is due to the fact that the federal government had almost no real power. The federal government could no tax citizens, struggled to raise an army, and could not force states to follow federal laws.

This is why the delegates eventually decide to abandon the Articles of Confederation and instead create a completely new constitution for the US to follow.
