The smaller states opposed the Virginia plan because that plan diminished the representation of those states before the government.

Explanation:

Vírginia's plan aimed to promote the distribution of legislative positions based on the number of inhabitants of each state. This would result in larger and more populous states having a large number of representatives within the national legislature, while smaller and less populous states would have much less representation.

The small states, feared that this would cause disproportionate policies that harmed the small states, since they would be less represented and therefore, these states were opposed to the Virginia Plan.
