They didn't take into consideration the tribes and their cultures and language boundaries. They just split the land as they wanted, so what happened was that tribes were mixed together or one tribe was separated into two different countries or anything similar like that occurred where disregard for culture was shown.

With war, every country is afraid. They're afraid of possibly being ambushed, becoming in dept, and many other reasons. So by remaining neutral they can sit back and not have to worry about being attacked by any country that's fighting. But that's not always the case now and days.
