Hippogriff's has a special way of allowing people to pet/ride them. This hippogriff was Buckbeak, he scratched Draco's arm. It was quite funny at the end because Draco was being very dramatic saying "it's killed me! It's killed me". And at the end of the day Hagrid went to Draco's rescue.
