Even though it did not appear a WMD program might be in place, Hussein increased the fears of weapons inspectors because he did not authorize the United Nations inspectors to enter Irak facilities to confirm that Hussein had no weapons of mass destruction.

Irak had lied about the status of its weapons programs in its initial declarations and obstructed the enter of inspection teams until late 1998 when the United States decided to attack Bagdah with the help of Great Britain.

Note: The same thing could also be said about tax reform.  The Carter administration proposed tax reform legislation which also was rejected by Congress.
