The requirements to step in the election is accommodated in the constitution article 1. It means that every United Citizens who fulfills those requirements then has a right to be elected as a house of representatives.

However, the quota of the house of representatives member is different from one state and the other. This quota is also slightly different from the quota of senators' election.

The total amount of house representative member is 435. They are 81% of the total amount of congressman. The rest is the senator that is elected every six years.

The quota of the house of representatives also very dynamic; it depends on the change in the total population of every state. For example, based on the 2010 census, the states of California got 53 representatives, while Nevada only got 2.
