The government, in this case, in order to protect the forest and the wildlife in it, has been using restrictions for the both the people and the companies. This method, in essence, means that the government takes full control of something, in this case the protection of the forest and the wildlife, and no one is allowed to interfere or disobey the orders. If someone is breaking the rules, than there's usually big fines and punishments for the individual or the company that would do such a thing.

Even though this method seems very strict and harsh, still it is the probably the best method when it comes to the protection of the nature, as so far it is the one that has given the best results.
