Your choices should be of relative importance during the time, and not in the long term. Remember, if you help people long term, and the short term dies, then most likely the long term people will die as well.

In the excerpt, it shows that there is enough drugs for 5 groups of people. It is also stated that 15% of the population will die. Note that "will" means necessary, which means they cannot be healed at any point of time.

Young children between birth and 5 years: Those who were borned during sometimes have a better immune system against the disease (as seen in many past instances), as their body has grown accustom to it. However, they are also the group with the highest risk. Their autoimmune system has not developed fully to be able to fight off the disease if it really takes into effect. As the ones that will be part of the next generation, they should receive the dose.

Public Servants like the Police and Fire Department: These are the ones who will have the most human interaction, especially during a high infection state (in which people will be quarantined like we are). Because of this, they should also receive their dose, as their human interaction per day-to-day basis is higher than most of us.

All Adults between 20 and 40, determined to be the highest risk for severe symptoms: Adults who are between 20 - 40 are at the prime of their age, and generally would have the strongest immune system. However, note that these people are located in the highest risk of symptoms. Remember, viruses can evolve, and so if those who are at their peak immune system and are those who most likely would travel around (and most likely not follow government orders of isolation) would have not only the highest chances of infection, but also the highest chances to spread the infection.

Utility industry employees: Utilities such as water, electricity, as well as plumbing, etc. are essential in being kept in order for people to continue to stay at home. This also means that there must be people to keep it in order and running. These people are essential in continuing the way of life for the people.

Food Industry employees: Everybody needs to eat (as well as drink), and there must be a dedicated source for such. This means while they may be able to set up a way to help isolate the people to safer distances, they should not close down. Remember, food, utility, and water make up the foundation of what is important for a human.

As for what the other groups would have to do to prevent the disease, they should stay isolated as much as they can, and to wear disposable gloves and masks when they go outside. They should also wash their hands as much as they can, and avoid to touch their mouth & face with their hands when possible. Avoid contact with others when possible. Work that can be done at home should be moved to home/online.

Possible death of the 5%:

Infants: While they may develop immunity in the beginning stages, they are also the ones that will not have developed immune system. This puts them in a hazardous yet safe place, which is why they get the cure.

Healthcare workers: Healthcare workers will be knowingly exposed to the disease. However, as they know they have a high chance of being exposed to it, they can take the necessary precautions to avoid coming in contact with it, something other groups cannot. However, I feel like the Healthcare workers should have fallen under the umbrella of Public Servants, but since it does not, I will include it here.

Any of the Employees: Employees are employees as they need the steady income from somewhere. As many may be living pay check to pay check, they may feel the pressure build up when they do not work, and may force themselves to disobey government orders and go work. They will have a higher chance to be exposed to the disease, and therefore, in turn, have a low-medium to high chance of being exposed and die of the disease.

High risk areas: They are high-risk for a reason, and so they will have a higher chance of not only contracting, but with failure of noticing the symptoms, to die of it as well.

As for the other groups, I do not have the room to give out exactly why they should stay at home. However, for your job, you can essentially write that their jobs are not essential in keeping humanity alive. Those who can will continue to work through home and the internet or other means, while the others will risk too much just to work. Those jobs that are not essential to meeting human needs or essential in finding the cure for the disease should stop at once.
