In the Spirit of the Laws (1748), Montesquieu argues that any government, if it is to protect the liberty of it's citizens, needs a separation of powers. He states that the executive, legislative, and judicial functions of the government should be assigned to different bodies.
This is true, not having a navy has shown itself to be a weakness of many nations/civilizations in the past. And there are also good reasons why this is so. Not having a navy strongly impacts a civilizations ability to maneuver around certain points and go around them. It also limits the ability to trade with other natons. Not to mention the additional value of having the firepower of ships (those that had cannons later on at least).

Tubman was brave enough to risk her life multiple times in order to bring other slaves freedom and peace. She freed 300 slaves over a long haul of 19 total trips. Those trips were completed over a 10-year span. What is remarkable about her is that <em>she never lost a single passenger</em> on her journeys.
