Under the system of Checks and Balances, whereby all three branches can check and limit the other, the Legislative branch has the power to make laws, but the President has the power 1) to sit on bills (under which case, the bill automatically becomes a law after ten days pass, not including Sundays), 2) to approve bills (so that they immediately become law) or 3) to veto bills. If the President decides to veto a bill, then it has to return to Congress to be voted on again. In this case, only if two-thirds majority approve the bill, then it becomes a law without the President's signature.
