The Qing Dynasty Jiaqing<span> Emperor issued an imperial decree to ban the imports of opium stating that this drug</span><span> was harmful. It undermined their good </span>customs and morality. He further stated that the use of opium was prohibited by law. The number of opium consumers became big and deceitful merchants bought<span> and sold</span><span> them to gain profit.</span>
