So Congress nominated a "Committee of Five" members to compile a declaration, including John Adams, Benjamin Franklin, Thomas Jefferson, Robert R. Livingston, and Roger Sherman. Jefferson wrote the first draft of the Declaration, which was supplemented by other members of the Committee.
